Liverpool's digital agency environment is starting to come to life, having surprisingly being devoid of enough standout agencies for too long a time. The Baltic Triangle has a great atmosphere, and I have enjoyed a couple of visits there. Edge Hill is also (so I'm told) a growing area for creative endeavors.
The city is much more affordable to live and work - even than down the road in Manchester (and obviously, London). Large corporations like BT and Unilever have offices here, so there's enough business for agencies locally. Liverpool John Moores and the University of Liverpool are key talent suppliers, and in recent years, it seems that more graduates are staying in the city - although I think that this is in some way because of the high cost of living in Manchester these days.
While it's easy-ish to get to Liverpool by public transport from London, the awful train experience too and from Manchester is still very anachronistic indeed. Tate Liverpool and St George's Hall add charm, and the excellent atmosphere of nights out in Liverpool attract younger creatives that want to live a little as well as work.
Liverpool offers a dynamic ecosystem for digital agencies. It's creative, affordable, and has a rich cultural scene that makes it a much better option for agencies than even five years ago. I personally wouldn't have started an agency in Liverpool in the past, but now, I most definitely would.
